Personal/Educational/Career History:

Bill was adopted. If the agency that brokered the deal ever told Mr. and Mrs. Cartwright anything about his biological parents, they haven't shared it with Bill. He's never asked and frankly, doesn't care. No-one would ever mistake him for their biological child, since they are of very dark-skinned, Negroid stock, whereas he is very Nordic, but his view is that his "parents" are the people who raised him.

Bill's "great grandfather" was the same Admiral Cartwright whose plans to start a war between the Klingons, Romulans and the Federation were foiled by Captain Kirk. This is never discussed in the family as his name has gone down in history alongside those of Lord Haw-Haw, Benedict Arnold and Judas Iscariot, as the lowest kind of traitor.

He went through standard schooling, at which he excelled and never really had any question of what he was going to do - he would join StarFleet like the rest of his family (both siblings have exemplary careers). High academic standing and family connections made him a shoo-in to the Academy.

From the very start he exhibited a flair for languages, mathematics and computer programming. In his last year, one of his instructors recruited him to join the Intelligence Command. Bill was surprised, but had no problem with working as a cryptographer.

His studies there went well, but not as well as his superiors expected; his tendency towards independence and contempt for both authority and (especially) bureaucracy was beginning to show itself.

His cadet cruise put him on USS Philby, an intelligence gatherer, on the Cardassian frontier, gathering and decrypting their signals (a mission that was classified, though hardly a secret to the Cardassians, who were doing the same thing). Though he was passed as an ensign, he didn't earn the glowing remarks he had hoped for. He began lobbying his CO for an assignment to a "hot zone". Instead, he was seconded to Exploration Command, where, he was told, his skill at linguistic analysis would be a great asset. His protests regarding this assignment were ignored.


SPECIAL NOTE re IC OFFICERS IN EXPLORATION: Star Fleet is winding down from the Dominion War and has a surfeit of intelligence officers. A good way to absorb them back into normal operations is to second them to other branches and then assign them to Exploration Command, where they can gather and analyze information about cultures and political entities never yet encountered. Analyses of military capability, threat probability, etc. keeps them happy without allowing them to run covert ops. (It also reins in some of the wilder elements). It is perfectly normal to have an intelligence officer attached to capital ships or any ship that crosses the frontier. There is nothing sinister about this, and their job is not to keep tabs on their shipmates. It is to tell the Federation things it doesn't already know. In this sense, _everyone_ in Exploration works for the Intelligence Command.
